4楼对的，可是按照讲解，这是李安SAT语法第7题，这里put的主语有问题，当然这里必须用虚拟语气。如果这里改成if had been put 状语的主语一定是前面的主语？

这时一个很有意思的问题.我们知道,if,while等连词可以引出从句,但我们也要注意一个规则,那就是,当这些词引出的从句中的主语与主句主语指同一个对象时,那么从句的主语,连同谓语中的助动词或系动词就都可省略,例如：
He listened to the music while he was doing his homework --- He listened to the music while doing his homework.
He made friends with many people while he was in Beijing. --- He made friends with many people while in Beijing.
(为省略篇幅,使用其它连接词的例句我就不举了.)
这当中重要的是从句主语与主句主语所指对象的一致性.你的问题涉及你所提供的句子中that 往后的部分,这本身是个主从复合句结构.如果要补充完整if 从句中被省略的部分,那么按照上面我说的规则,就应该是 if the property owners had been put to the vote --- 如果业主被投票的话 --- 这就是为什么你的书上说“在这里put的主语是property owners ”,然而真要那样表达的话,这句话不就成为笑话了?
“大英侠”的意见也有道理,但他是按照句子的意思对原句进行的补充,而不是根据结构,不是根据语法方面的省略规则.
